Levelized and Fixed Budget BillingRich Mountain offers two optional "levelized" billing plans to help you with your monthly budgeting. With these plans you will not have high bills for the months you use the most electricity (the hot days of summer, for example), nor will you have low bills for the months you use the least electricity (for example, the transitional seasons of spring and fall). All your bills will be "smoothed out," providing you with a predictable monthly bill amount that can be budgeted more easily. OPTION NO. 1 - Levelized Budget Billing A. The customer's actual monthly bill will be computed in accordance with the applicable rate schedule(s) and the customer's account debited with such amount. The net amount payable for service for the current month will equal, to the nearest whole dollar, the applicable rate times the customer's average kWh usage for the previous twelve months ending with the current month. B. Where the customer has less than twelve months' billing history at his present location, estimates of monthly bills will be made solely for determining the current month's levelized billing by using the previous usage at the same location for the last twelve months. If no usage history is available for the location, usage will be estimated by using the average usage for the customer's class. OPTION NO. 2 - Fixed Budget Billing A. The customer's actual monthly bill will be computed in accordance with the applicable rate schedules and the customer's account debited with such amount. The customer pays a fixed dollar amount each month for 11 months of the year. This monthly payment will be determined by the average monthly amount the customer has paid during the 12 month period previous to the beginning of the new 11 month fixed payment period. On the 12th month of this period the customer will be billed exactly what is shown in accounts receivable rather than the fixed budget amount. Any refund due the customer may be made by billing credit unless the customer requests otherwise. Any refund due the customer shall be made within 30 days. B. Where the customer has less than twelve month's billing history at his present location, estimates of monthly bill will be made solely for determining the 11 month's fixed budget billing by using the previous billing at the same location for the last twelve months. If no billing history is available for the location, billing amounts will be estimated by using the average for the customer's class. TERMINATION AND SETTLEMENT Billing under these plans may be automatically terminated upon discontinuance of service. Any amounts owed for service billed under these plans shall be due as any other final bill for service. Any amounts overpaid for service billed under these plans shall be refunded to the customer by check. PLAN WITHDRAWAL A customer may withdraw from a plan at any time. A utility may charge a Commission-approved processing fee as a customer withdraws from a plan more that 1 time in 12 months. The amount of the processing fee is set forth in the Cooperative's tariffed schedule of charges related to customer activity. When a customer withdraws from a plan but does not discontinue service with the Cooperative the customer will have the option of paying the account balance in full, or, if qualified, under a delayed payment agreement. Any refund due the customer may be made by billing credit unless the customer requests otherwise. Any refund due the customer shall be made within 30 days.
